The Kansas Association of Counties (KAC) is committed to assisting its members by conducting research to measure the quality of county services and report the many progressive strategies counties are using to provide quality services to constituents. KAC Research Reports are occasional publications summarizing research conducted by KAC staff or by others in cooperation with the KAC.  A limited number of KAC Research Reports are available upon request to the KAC's Topeka office.  However, complete copies are also available by downloading your selection below.

  • KAC Research Report, May, 2001 (8pdf file.  See note below*) The May, 2001 report is the KAC's Annual Demographic and Taxation Report, with 2000 census population data for Kansas' 105 counties, as well as extensive data about counties' 2000 assessed tangible valuation, property tax levies and property tax mill levy rates, with rankings for most data sets. The report also includes information on local-option countywide sales taxes, with county-by-county rates and a Question and Answer segment with answers to frequently asked questions about countywide sales taxes.
  • KAC Research Report, October 2000 (8pdf file.  See note below*)
    The 2000 Kansas Legislature enacted significant changes to the Kansas Open Records Act (KORA). Among the changes is a requirement for the governing bodies of all public agencies to appoint a Freedom of Information Officer (FIO) to be available to assist the agency and the public in resolving disputes relating to the Kansas Open Records Act. The October, 2000 Report contains answers to frequently asked questions about the KORA, and includes the exact statutory language of the Senate Substitute for the House Substitute for House Bill 2864, as enacted into law.
  • KAC Research Report, March 2000 (8pdf file.  See note below*)
    The March, 2000 Report summarizes research by Dr. H. Edward Flentje and Ms. Sammi Mangus, from the Center for Urban Studies, Wichita State University, on Appointed County Administrators in Kansas.  The report reviews the status of appointed county administrators in Kansas and examines the primary assignments performed by county administrators.  An assessment of the value of county administrators from the perspective of county commissioners who have supervised administrators is also provided

  • KAC Research Report, February 2000 (8pdf file. See note below*) 
    This  inaugural issue prepared by KAC staff includes demographic information about the 105 Kansas counties, including population, land area and population density; as well as exhaustive data about counties' 1998 and 1999 assessed tangible valuation, property tax levies and property tax mill levy rates, with rankings for most data sets.  Production costs for the inaugural report were underwritten through the generosity of Allen Gibbs and Houlik, L.C., certified public accountants and governmental consultants in Wichita, Kansas.  For more information on Allen Gibbs and Houlik, L.C., go to www.aghlc.com/.
