The Speaker of the House appoints the
Chief Clerk who serves under the Speaker's direction, control and
supervision. The Chief Clerk is
responsible for the preparation of the daily House Calendar and House Journal and
the printing of all bills and resolutions.
The Chief Clerk also:
<
Operates
the House electronic voting system and is responsible for the voting records of
the members;
<
reports
on the status of all bills in the House;
<
numbers
and presents to the House all introduced bills, resolutions, petitions and
other papers which the House may require;
<
writes
messages from the House to the Senate;
<
engrosses,
proofreads and enrolls all bills, resolutions and other papers;
<
presents
enrolled bills to the Governor and vetoed bills to the Secretary of State;
<
maintains
all original documents relating to bills and communications to the House until
filed with the Secretary of State for permanent storage and
<
maintains
committees and chamber membership.
The House operates under its adopted
rules and Mason's Manual, a parliamentary manual especially written for
legislative bodies.

BIOGRAPHY
Susan W. Kannarr, J.D.
Chief Clerk of the Kansas House of
Representatives
Susan was appointed Chief Clerk in
December 2008 after serving as the Deputy Chief Clerk of since September
2007. Prior to her work in the Chief
Clerk=s office, Susan worked in the
Legislative Research Department for a total of eight years as a Fiscal Analyst
(1994-1998) and then a Senior Fiscal Analyst (2003-2007). Susan spent two years working for the
Department of Social and Rehabilitation Services directing the implementation
of HealthWave, the Kansas State Children=s Health Insurance Program, from 1998
to 2000. Between 2000 and 2003, she
worked as a Policy Analyst for the Kansas Health Institute where she developed
a series of policy forums and published issue briefs on health topics. Susan graduated with a B.A. in psychology
from the University of Kansas and earned her J.D. from the University of Kansas
School of Law.
